Houston, Texas
DOT compliance services in Houston, from a Houston-based company
The Houston service area
Our local service area is eight counties: Harris, Fort Bend, Montgomery, Galveston, Brazoria, Liberty, Waller and Chambers. That takes in Houston and Katy, Pasadena, Baytown, Pearland, Sugar Land, Missouri City, Stafford, Spring, Humble, Cypress, Tomball, Conroe, The Woodlands, Channelview, La Porte, Deer Park, Galena Park, Rosenberg and Richmond, and the port and industrial corridor along the Ship Channel where so much of the region’s trucking starts and ends.
Being local matters in a few specific ways. We know the drayage question that catches port carriers (below), and we keep Houston hours: every day, 9 a.m. to 9 p.m. Central. It does not change the price: carriers in Houston pay the same published rate as carriers anywhere else, and we work with carriers anywhere in the country. For everyone outside the area, our DOT compliance services for carriers anywhere in the US are the same membership.
How working with us actually works
By text first
Text or call (346) 222-1110, every day, 9 a.m. to 9 p.m. Central, or email sam@tenfourcompliance.com. Most questions are answered the same business day by someone who knows your account.
Documents as photos
A medical card, an inspection report, a lease: send a photo or upload it. We file it against the right driver or truck and tell you what is still missing.
Filings from your own accounts
We prepare the MCS-150, UCR and the rest; you sign and submit where the agency requires it, from your own Motus, Clearinghouse and ucr.gov accounts. We never ask for, hold or use your Login.gov.
A mailing address, not an office
Mail reaches us at 1321 Upland Drive, Suite 11, Houston, TX 77043. It is a mailing address: there is no walk-in office, and you will never need to drive to one.
The Texas rules a Houston carrier runs into
Most of what a Houston carrier owes is federal and the same in every state. Three Texas questions come up again and again here:
- Interstate or intrastate. It is decided by where the freight is going, not where your truck turns around. A container pulled from the port to a warehouse in Katy, on its way to another state, is interstate freight for the whole trip, including your leg, and the federal rules, the federal driver age and UCR all follow from that.
- The TxDMV number. Intrastate carriers above the Texas thresholds (over 26,000 pounds, placarded hazardous materials and a few others) need state operating authority from TxDMV, on top of the federal USDOT number it requires first.
- IFTA through the Comptroller. A Houston-based interstate carrier with a qualified vehicle files the quarterly fuel tax return with the Texas Comptroller, four times a year, including quarters with no miles.
The agencies, the filings, the intrastate hours and age rules and every date are set out in DOT compliance in Texas.

Run from Houston
TenFour is run from Houston by its founder, Sam Bhullar. Former over-the-road driver and law enforcement professional specializing in traffic enforcement, combining firsthand trucking experience with real-world insight into roadside enforcement and regulatory compliance. That is a working view of both ends of this: the owner filling in the forms, and the moment the records are asked for. It is experience, not authority: nothing about it changes how anyone is treated at a roadside stop. About TenFour Compliance.
Questions before you sign anything are welcome, and so is a carrier who only needs one filing: contact TenFour and a person answers.
Houston questions
Do you have an office I can visit?
No. TenFour works by phone, text and email, so there is no walk-in office, and nothing about the work needs one: documents move as photos or uploads, and filings go to the agencies from your own accounts. Mail reaches us at 1321 Upland Drive, Suite 11, Houston, TX 77043, which is a mailing address. Call or text (346) 222-1110.
Which counties do you serve?
Locally, Harris, Fort Bend, Montgomery, Galveston, Brazoria, Liberty, Waller and Chambers counties: Houston and the cities around it, from Katy and Cypress to Baytown, Pasadena, La Porte and the port corridor. Beyond the metro, carriers anywhere in Texas and anywhere in the United States, on the same membership and the same prices.
Do you work with intrastate-only carriers?
Yes. Texas adopted the federal safety rules for intrastate carriers over 26,000 pounds, so the driver files, the drug and alcohol program, the Clearinghouse queries and the maintenance records apply whether or not you leave the state, and the membership covers them. The Texas registrations themselves, the TxDMV number and apportioned plates, are quoted first and billed by the hour. An intrastate-only carrier generally does not register for UCR.
Are you a DOT compliance consultant?
In the sense most Houston carriers mean it, yes: we keep your files, programs and filings right, and we answer your questions the same business day by someone who knows your account. We are a compliance service, not a law firm, and we are not affiliated with FMCSA, TxDMV or Texas DPS. When a question needs a transportation attorney, we say so.
What does it cost?
The same published price as anywhere else: $99 a month for the first truck on the annual plan, $59 for each additional truck, every driver included up to 2 per truck, for carriers with 1 to 6 trucks. Government fees are paid directly to the agency and never marked up.
